BIDDEFORD — The Biddeford Police Department has released the names of individuals arrested or cited between March 23 and March 29.

• Jonathan D. Thomas, 26, of Biddeford, was summonsed for operating with a suspended registration and cited for failure to register the vehicle, operating without a valid inspection certificate and failure to produce evidence of insurance following a traffic stop on March 23.

• Justin M. Nelson, 20, of Biddeford, was summonsed for operating with a suspended license and given a speed violation warning following a traffic stop for speeding on March 23. His vehicle was towed from the scene.

• Leif Lyon, 23, of Saco was summonsed for theft from Hannaford on March 23.

• Travis D. Wing, 38, of Biddeford, was arrested for the theft of property from the University of New England in February on March 23. He posted bail and was released from the station.

• Robert J. Berry, 45, of Biddeford, was arrested for theft, an outstanding warrant for prior thefts, and violating conditions of release after reportedly shoplifting from Hannaford in Biddeford on March 24. Sarah K. Van de Graaf, 34, of Biddeford, who was with Berry, was also arrested on an outstanding warrant for theft and violating conditions of release. Neither was able to post bail and both were transported to the York County Jail in Alfred. Berry’s parole officer also placed a probation hold on him.

• Jeffery M. Anderson, 45, was arrested on an outstanding warrant following a traffic stop on Alfred Street for a speed violation on March 24. He was also issued warnings for his speed and a defect violation. Anderson’s vehicle was towed from the scene and he was transported to York County Jail.

• Carl A. Hill, 49, of Arundel, summonsed for failure to register a vehicle after the vehicle he was driving was stopped for an expired inspection sticker on March 24. He was also cited for failure to produce evidence of insurance, operating without a valid inspection certificate and for a seatbelt violation.

• Jean Paul R. Cote, 47, of Buxton, was arrested for criminal operating with a suspended license after it was found his license was suspended due to a prior charge for operating under the influence during a traffic stop on March 24. Cote was able to post bail and was released from the station.

• Matthew A. Thatcher, 35, of Scarborough, was arrested for theft, for an outstanding warrant and for violating conditions of release after Kohl’s reported it had detained a shoplifter on March 24. Bail was not an option for Thatcher and he was transported to the county jail.

• Stacey L. Rupard, 37, of Portland, was summonsed for theft and released from the scene at Hannaford on March 24.

• Ernest G. Dore Jr., 55, of Biddeford, was arrested for felony domestic violence aggravated assault after an out-of-state caller reported concern about a relative at the Sleepy Hollow Motel who may have been injured on March 24. Police said the victim, an unidentified woman, exhibited a serious injury and bruising, and was taken to Southern Maine Health care in Biddeford for treatment. Bail was not an option for Dore, and he was transported to York County Jail.

• Lance L. Burnham, 51, of Biddeford, was summonsed for assault after another resident reported Burnham had struck him on the head with an object at the One Stop Mini Storage on Main Street on March 25. The complainant reported that he had been checking on his property stored in the outdoors area when the assault occurred. Biddeford Police officers contacted the Code Enforcement Department to report that Burnham was found living under tarps within the facility’s fenced-in outside area with what they described as a “multitude of cats,” and using an extension cord to the facility to power propane and electric heaters.

• Victoria L. Forbis, 24, of Saco, was arrested on an outstanding warrant for failure to appear and for operating with a suspended license on Sunday. She was bailed and released from the police station.

• Jose E. Gilbert, 25, of Biddeford, was arrested for burglary after an employee of a West Cole Road business arrived for work and found a strange male — who fled prior to an officer’s arrival — rummaging through the offices on Sunday. Gilbert was transported to the county jail with felony charges and a probation hold in place.

• Kristen N. Cobb, 37, of Biddeford, was arrested for aggravated assault after a Hill Street woman called claiming her daughter tried to strangle her during an argument on Sunday. Cobb was not allowed bail and was transported to York County Jail.

• James R. Berry, 49, of Biddeford, was arrested on an outstanding warrant during a traffic stop for a defective headlight on Monday. Berry, a passenger in the vehicle, was unable to make bail and transported to York County Jail.

• Richard W. Powers, 54, of Biddeford, was arrested on burglary charges on Monday, after an Alfred Street man reported he was the victim of a burglary and suspected Powers, his neighbor, to be the culprit. Powers was unable to make bail and transported to the county jail.

• Marcus W. Hilton, 33, was arrested for operating with a suspended license and driving to endanger on Monday. He was unable to make bail and transported to YCJ.

• Margaret E. Conlon, 85, of Cape Porpoise, was cited for operating with an expired license and failure to notify a motor vehicle accident after an incident near Alfred and Precourt streets on Tuesday. Conlon drove over the median, knocking down a sign and continued onto Boulder Way. Her car was towed from the scene.

• Jeffrey C. Orne Jr., 29, was arrested for shoplifting at Kohl’s and transported to York County Jail on Tuesday.

• Yezaida M. Rodriguez, 31, of Saco, was arrested on an outstanding warrant on Wednesday. She posted bail and was released from the station.
